In Windows 10, I press Start button on keyboard. Then, I type "Control Panel". Control Panel does not appear as a selection. Instead, after typing "Control", Settings pops up as an option. That's really hard to see is of the folder under your userprofile, right?

Do any items from the programs folder under your userprofile appear on the Start Menu? Or just items from Common? I've already looked at a few posts about malware removal, got a few logs to speed this along. I didn't notice it went missing until I went to remove some programs. And wouldn't you know it? The Control Panel is missing.

Tried clicking on my name at the top of the start menu and received the "Restrictions: This operation has been canceled due to restrictions in effect on this computer.
